If I had to choose I'd pick nurture. I know two brothers, identical upbringing, grew away from each other as adults, reasonably parallel working background -- but one is a liar and the other is not. I'd say that one of them has learned that lying works to get him what he wants while the other respects the value of truth.
I can't see "nature" being the root cause, though.
