Uniform laws or disparate? Isn't cohesive/uniform/dependable better than catch-as-catch-can loose cannony? Why?

Nah, government power is best at a bottom- up instead of a top-down format.   What is good and comfortable for one area may not be for another.  Let the communities decide.  Smaller the unit, the better the government.
