"Put up or shut up" means that someone should provide evidence for their assertions or remain silent. Remaining silent may be taken as a tacit admission that they don't have any evidence.
Of course I made it all up. Steve Bannon is all about sunshine and roses and love thy neighbor. He is saint and his track record proves that. There is no there there. I manufactured all of it. He deserves the Nobel Prize for Peace. I spend my days looking for opportunities to lie, cheat, steal, betray and commit treason and otherwise spread evil. Unnecessary rudeness telling someone to shut up. And as far as goes for silence there could be lots of reasons. I'm not so sure it's about admitting anything, but by all means... suit yourself. However, I'll tell you what it looks like from the outside... looks like you want to make it your conclusion though. Must be important for you to convince yourself Rosie here, has these motives and none else. Hmm.
