    I don't think they have anything to do each other.  

    Tough love usually means  I want to be a complete jerk but feel good about it by calling it tough love instead.

    Zero tolerance usually means   I'm the principal but since I can't be bothered to actually figure who started the fight I'm just going to suspend both kids without actually giving it a whole lot of thought.
