  • It was a weird dynamic at the time and before.  The idea of being Austrian as a nationality wasn't strong or common.  It was common for Austrians to consider themselves Germans and vice versa.    Austrian identity among the people of both nations is fairly new .
    You can kinda see the mentality of them having kinship in the German language name Österreicher.   Austrians were traditionally just thought of as the Germans that happen to live under a different crown.   The slavic minority groups excluded.
    So for many it wouldn't have seemed that much like a foreigner.

    I have done some looking into your Q, not nearly enough, but I DO know that the Treaty of Versailles must be one of the most catastrophic errors of modern times...extremely punitive. The victors KNEW the treaty would lead to massive inflation - so they indexed the reparation payments to inflation.

    Thus the German people were not only humiliated, but suffering...and then someone, anyone, comes along who is promising to restore Germany's greatness, and offers a traditional scapegoat. (see Glis for the Austrian part...)
