    I think you answered your own question... because he IS very limited...especially in his capacity to comprehend things outside his own understanding

     I think he just pretends we don't exist because he hasn't a clue what to do or how to handle us. We don't roll over. We stand firm and ask questions and make him feel inadequate/inept/incompetent/impotent. What wimp wants to deal with that? So he does't. He stays within his comfort zone of bobbleheads and Yes men/women and doesn't worry about what he can't control.  He doesn't have the right stuff and no matter how many lies he tells or his staff tells doesn't change what he is, what he can do and what will challenge him beyond his ability to act.
