Are security clearances not removed when no longer working for the U.S government? If not shouldn't they be?

    Yes, they should be removed when one is no longer employed by the government.  Outsourcing our security is a sure way to have information leaked that shouldn't be in the hands of people who are unaccountable.

    Many civilians hold clearances as well as federal employees.
