If I promised you 6 but paid you 5 which is what I owed you have I cheated you by one?

As close as I can come to how many feel about cuts in the increase. They feel wronged.

    Is a game all the politicians play....the Dems with welfare programs and Republicans with defense spending. 

    Why would a new incoming President be bond by the former President's budget?
    If you are talking about the Medicaid expansion...the Federal money for that was disappearing anyway. So they (states that did the expansion knew their was a huge cut coming from Obamacare  itself)

    If I promise you 6 but pay you 5 what right do I have to blame another for promises not kept? The current administration is not responsible for previous promises made unless by treaty or contract.
