Oh, ALL of them will SAY that.
Some of them will have a plan. Some of them won't. Some of them will have plans with a realistic chance of working, others will have plans which are fanciful wishful thinking. Some of them be able to implement their plans when they are elected. Others will find the political realities they face thwarting their plans.
However one feels about the politics of FDR, one thing which distinguished him from most other Presidents is he DIDN'T have "plans." He DID stuff, then took a look at how the stuff he did worked, adjusted his thinking, and DID other stuff. Most people don't know/remember this because it's generally only taught in college-level history courses, but when FDR first took office, his "plan" was straight supply-sider/Reaganomics: Cut taxes, cut government spending, balance the budget, deregulate business, etc. When that DIDN'T WORK, then he shifted direction and started implementing many of the New Deal polices which have shaped how our government and economy have evolved since.
A Presidential candidate tell us (s)he has a plan doesn't tell us much. It just tells us (s)he wants us to believe (s)he has a plan.
