Do VICS ever attack back or are PERPS the only attackers? Can they switch places? Can the hunter become the hunted and vice-versa?

You've been watching too many TV crime shows.  No one says Vics or Perps unless you are in Hollywood.

Did you join the force?  They don't speak that way. 

Victims of course can turn on their attackers.  Victims often take the law into their own hands.   It's called vigilante justice.
