If you "forget" to disclose activities you are required to admit, aren't you lying? Isn't omission as bad as commision?

So on a Security Clearance application if you "forget" to list specific things you did and they are revealed later on should you still be cleared for having access to top secret information? Does the United States regularly give security clearances to LIARS?  Should we? Why?
