The NATO Agreement says that if any of the NATO countries are attacked, the othe NATO countries will come to its defense. Trump says he will only come to their defense if they have fulfilled their obligation.
He will make his own rules about it.
Nothing different here from what Trump has done for much of his life. He has some history of disregarding what he would probably term, 'deals'. What he seems not to grasp is that running a country is not the same as running a business.
The international world runs on two things: debt and trust. If you have lots of one and none of the other, you're in trouble.
NATO is not going to put up with an ass like that dictating to them how they should operate any more than we listen to that dolt from North Korea. All Trump would do is weaken a Nation. Like he is already doing.

If there was another major land war in Europe, I'm pretty sure the United States would help any major NATO member involved, regardless of whether the country "fulfilled its obligations" or not.
The chances of another major land war in Europe in the next 4-8 years are so small that it's scarcely worth discussing.
