Not possible. It is generally believed (in the western world) that personality and identity reside in the brain. By that, a 'head transplant' would remove the current person and introduce an entirely different person.
A second consequence would be that a head transplant would entirely invalidate a democratic election if performed on someone who have been elected to hold public office.
