To purge means to weed out the unnecessary or the unneeded, the chaff. I purge my AnswerMug Friends List every now and then to delete people from it who are no longer active on the website (haven't logged in for six months, for instance). Also, there are people who sent me a friend request, I accepted it, then there's no contact with them after that. They get purged. (Now you see why "purse" makes no sense here.)
It's not a penalty, it's just that there's no reason to hang onto them if they don't even participate, especially the second group of people I mentioned, those who want to be friends but then leave the website entirely without ever doing anything here. Either way, if I delete someone who later returns and/or begins to interact more often, then they have the option of initiating a friend-request, or if I notice them, I may initiate one.
Believe me, not being on Randy D's list of friends is NO punishment!
