Can a prez shut down a government singlehandedly? I thought only Congress could do that to extort/bully. Prez too?

Is this about their putting a kabosh on his wall plans?

I thought Mexico was going to pay for it.  He doesn't need to shut the government down for that, does he?

If he's so rich, why doesn't he pay for it himself?  Do something heroic for his base.
