In the great lone star state of Texas does under-regulation allow you to put a chemical plant just anywhere?

Mind you, over-regulation like you have in CA would have it not built at all.

    I don't know about now, but in the 70s, 80s, 90s Houston had no zoning.  People could build whatever they wanted wherever they wanted.  It worked for the  most part but there were some weird situations.    Are you talking about Houston?  I haven't looked at any news today.
