It's very vague unfortunately Andy, but I can't do any better with the dates. I think it was spring, summer or early autumn, and it was a nice day but I can't even remember which car I was driving. I'm fairly certain where I was going and it was a fairly regular trip, so there was nothing unusual to mark it out from that perspective.
Lots of my memories are dimmed or broken in some way or other. That's down to a bout of near-fatal encephalitis in 2011. But I have to say I've always been very poor at the 'associations' method you mention. Even if my memory wasn't muffled in the way it is, that's something I have never done. :)
I can try another. I once found myself walking behind Colin Jackson (of 110m Hurdles fame) on Queens Street in Cardiff but I can't identify the year. It's likely to be 1994, but could be 1995. I do remember I was surprised at how small he was but I can't remember the weather to any extent. What looms largest in my memory of this is the Virgin storefront (now closed) and the fact I'd just visited HMV. Other than that, my mind is a blank. :)
