Chemical/biological warfare using dual delivery systems of the air we breathe and the water we drink. Much less worse than nuclear warfare?

Not much less, but less. Death is death, one per customer - but chemical and biological agents don't destroy infrastructure and don't release fallout with ionizing radiation that can render a site uninhabitable for thousands of years (mostly - some biological agents can be nasty).
