Trump is in the midst of this.  We cannot judge yet.

    Bush was a disaster.

His mother made it abundantly clear what the Bush's were prepared for.

There is a special place in hell for the Bush's and the Trumps.

Last weekend Dotard Don was at his golf resort. He is there again this weekend. He tweeted insulting rants and attacked the Mayor of San Juan, Puerto yesterday because she spoke her truth. People are dying there and he attacked her for stating that they DESPERATELY need gas, food, water, meds, power.  She related something unbelievable. That when she told FEMA what she needed they asked her to write it all out on the internet! They have no power. There is no internet. This is the quality of the intellect serving we the people. Old fat face is probably gorging on beautiful chocolate cake and two scoops of ice cream as people wait in lines for HOURS just to get a bag of ice in Puerto Rico! She BEGGED for help and he attacked her! He said that Democrats had gotten to her and told her to attack him! Can you believe it? This disaster is all about him. Isn't everything? SIGH. It is neverending. The evil that lurks within that fata** jacka** dumba** inhumane piece of trash.! Thank you for your reply and Happy Sunday! :) This post was edited by RosieG at October 1, 2017 2:10 AM MDT

Just where in the Constitution does responsibility for storm recovery efforts go the the President, or even the Federal government ?

That aside, it's the responsibility of the various local governing bodies to request assistance from the Federal government. Uncle Sam can't lift a finger until a State's top official makes a request. The governors of Texas and Florida saw that their respective citizens needed help so they made their respective requests in a very timely manner, no trying to make political hay out of the situation (which has probably delayed efforts). Top leadership in Louisiana and Puerto Rico . . . not so much.

As a secondary note, the Fed mobilized for the pending damage in Puerto Rico BEFORE the storms hit the island, tons of supplies (literally) are waiting for disbursement. The folks that live there are good, decent people; I guarantee you that no one there is checking political affiliation cards before rendering aid (with the exceptions of the Governor and the mayor of San Juan). But those folks are really in a bad spot right now. Their road system outside the main highway that basically circles the island aren't that great to begin with. Those roads are probably now choked with massive amounts of debris making passage very slow and painful. They probably need bulldozers and skid loaders to open those roads so that they can actually move those waiting supplies to where they're needed.
