    Not unless senility is classified as a mental illness. PR should secede - they didn't vote for or against Trump, they weren't ALLOWED to.

     I don't understand WHY. They are American citizens yet have no legal representation  in the House or the Senate and cannot vote. Makes no sense to me whatsoever! Thank you for your reply Sbf! :)
