Can the difference between a stable environment and an unstable one be seen in building construction?

"Sure, if you know what to look for."  I worked in 12 story building, in El Segundo, Ca., that was built on rollers.  You had to go below ground level to see the rollers though. You'd never know they were there otherwise.
