Sometimes we put up with things because we feel that by doing our job we are working toward the greater good. It may be possible that Secretary Tillerson thinks that the US would be worse off without him than it is with him. If he resigned, then who would Trump appoint as his replacement? People who storm off in a huff because their feelings got hurt seem to me to be somewhat immature and self-centered.
