One of the ways to measure competence in a company/department is the TURNOVER RATE. The lower the better. Also it costs less. Right?

The Learning Curve is costly. Every time you train a new employee and get him/her up to speed you spend money. Knowledge comes with experience. Experience comes with time on the job. The marks of da prez in this regard are woefully low. Does he know? Or is that something else about which he is ignorant?

    Wrong - again. Turnover rate is not a valid way to measure of competence.
