No. I see shame as a destructive rather than constructive response. If I make a mistake it does not mean I'm a bad person. I do my best to fix it and avoid doing it again. If the country makes a mistake, it may be an indicator that it needs to act to prevent such a mistake occuring again.
I don't think any single individual deserves to take on or bear the shame of any other, much less a whole society. Such an idea seems morally unjust and repugnant to me. Some people are very influential - they might have charisma, fame, money, power, or maybe have discovered or created new things that change our lives. Maybe each of us has some influence in how we collectively select who we appoint as leaders, and who's ideas we follow. Perhaps we collectively share the responsibility when our society fails. Perhaps when it fails, we need to collectively consider what changes we need to make.
