Current scandal pertains to the contract let to a contractor to rebuild Puerto Rico's power. Havya heard about it yet?

No Bid Contract
Awarded to Whitefish Energy company...2 employees...located in Montana
Ryan Zinke, Secretary of the Interior, is a Montanan

Now why was the contract awarded no-bid to a tiny company that was only in business a couple of years?
Who awarded it?
Other companies were interested but were not given the opportunity to bid on it

Does this stink or smell really swell? The Governor of Puerto Rico is investigating it. I guess there are also investigations going on in Congress.

Can't imagine why. It is so above-board, honest and honorable and transparent. Why anyone would question the circumstances is beyond me. Oh. Of course. It's fake news , right? It never happened. Right. SIGH.

    I worked for a Construction Company briefly long ago Ele. We were always involved in preparing bids for different projects. Some projects had lots of competition and others not so much. The low bid didn't always get the contract because price wasn't the only consideration. But it was just how jobs were awarded. Are no-bid contracts even legal in terms of government projects? Thank you for your reply! :)

    Who awarded that contract?  And what was the contract for, exactly? 

    Why doesn't the power company (or companies) in Puerto Rico handle the rebuild of their own infrastructure? That's the way it always happens around these parts, with other power companies and line construction companies brought in, if necessary. 

    Not to defend a no-bid contract, but do you have any idea how long that bidding process takes? Haven't you been railing about how long it's already taking to restore power to parts of the island? Do you want to add another three months to the process by bidding out the contract?


    On the other hand, it shouldn't even be on the radar. Seems to me that the National Guard Corps of Engineers and their counterparts could already have matters in hand, at least on a temporary basis, if the situation really is as big a concern as some people seem to think it is. We can sort out the money and the "legalities" later. The only long pole in that tent would be transformers. If a lot of transformers need to be replaced that will be a problem; not any big warehouses stuffed to the rafters with transformers anymore now that the electrical grid in the States is pretty well built out and the government imposes nasty taxes on "inventory".

    From what I read, WhiteFish could get there first and was the first to agree to the terms specified. They also have experience with for rugged terrain that is in PR. 
    They use contract labor so yes they have less employees than most electrical companies  but they have more than 2....

    Also to go through  the process of bidding would add months more to the time PRs residence will be without power. 

    Ryan Zinke, Secretary of the Interior, maybe a Montanan but he did not award the contract. The PR power authority, PREPA, was who decided to hire Whitefish.
