When Trump was asked by a reporter if he had authorized the Niger mission, Trump said "No I didn't". He didn't? Who did?

Below is how the conversation with the reporter went.

Reporter: Did you authorize the Niger Mission?

Trump: No I didn't. Not specifically. But I have generals that are great generals. They are great fighters.
            They are great warriors.  

Reporter: You gave them authority to do the mission?

Trump: I gave them authority to do what's right so that we win. That's the authority they have. My generals
            and my military, they have decision-making ability. As far as the incident we have been talking about
            I've been seeing it just like you've been seeing it. I've been getting reports.

So is Trump throwing his general under the bus because the mission didn't go well?

    It was Obummer that first sent the troops to Niger, not Mr. Trump.

    And you expect the President to "micro-manage" world-wide US military activity, down to the patrol? That's why the US military has a Command structure in place. So the President can outline objectives and let the Pentagon command work out the details. That's very naive of your to think otherwise. Last president to do that was LBJ in Vietman and we know how that turned out for our troops.
