    No, but he (or she) does have to be smarter than a liberal (which, fortunately is a very low bar).

    Being a good poker player helps a lot too. I remember when a certain US President made a comment on what was supposed to be a "closed" microphone "the bombing of Moscow will begin in 5-minutes (or something to that effect). (Reagan was well aware that the mic was "hot".) Everyone was appalled! Even the Soviets because they though Reagan was actually serious, a lose cannon; helped start them on a downhill slide to the break-up of that "Evil Empire".
