    manipulate the boundaries of (an electoral constituency) so as to favor one party or class.

    Legislators also choose the rules of their meetings, how much to pay themselves, how much to govern and how much to charge (tax) the people to pay for being governed. It is always a mistake to give a body the power to do any of those things.
