I would not like the confederate flag....the rest I can deal with.
I would hire the ones who I have heard good things about their work. I would hire the ones who gave me a professional estimate of their services. I wouldn't hire anyone who just showed up at my door soliciting my business .. that's just not real smart.
Actually it should be "whom", the easiest way is the "he/him" method. Is the answer to the question he or him.

I hired him. (so it is whom)
Who/Whom hired you?
He hired me. (this is a Who)
Whoever does the best job for the least money.
That would depend on several variables, none of which are included in your question. How big is the job? Who has the ability and tools/equipment necessary to do the job properly and in a timely manner? Who has good references? How did the estimates compare? And finally, I take my gut feeling on anyone I hire into consideration.
