Who are 'They'?

"The people you blame it on!"

Them of course ;)

They are those who we are told always see us, talk about us;))

Everyone other than me. 

But it brings up another question for me. Why is it that when someone says "they", it's often considered a negative.  As an example, if I was talking about black people and said "they", some would say it's negative. But if I was talking to my child about a bully and said to her, "Don't let what THEY say bother you", nobody would say a word. I wonder why that is.
