Donjohn says he has not changed his mind at all about the wall. Chief of Staff John Kelly says donjohn was uninformed. Who is the goat here?

Still, Kelly insisted that the president has been committed to building hundreds of miles of new wall on the border as part of a deal with Democrats on immigration.

Context is everything.  Kelly is simply talking about some of the terrain is not feasible for a physical wall....that was explained to Trump.
