I do not see why not. I thought they would have to still have the capability of being manually driven but from reading recently it sounds like people will not be able to interfere with the machines. Our lives will be totally in the hands of, well, drivers with no hands. That scares me. I also read that probably as soon as 2020 anyone under 25 and over 70 will have to have special permits to drive a car manually. Not sure why but maybe it will take new skills to share the road with robots. Oh dear Lord, what did I just say?!?!?
I assume the legal definition of 'self driving' will include a prohibition against people being able to switch back and forth between 'driven' mode and 'self driving' mode (eg: when they see the cops take an interest)
