No. When he said Mexico would pay, he didn't mean Mexico would agree to pay voluntary and directly. He was saying that by taxing Mexican imports etc he could generate a revenue stream that could be used to offset the cost.
Obviously the money spent still needs to be approved by congress. Since much of congress are disloyal unamerican trash, this is proving difficult. That's not Trump's fault. It's the left's fault.
Trump is considering punishing sanctuary cities for their disloyalty by cutting their federal funding, and redirecting that money to the wall.
I don't consider this breaking the promise. If leftists won't act in the national interest of the U.S., they not part of "we". They are part of "them".

What he meant about Mexico paying is obvious to anyone with the slightest understanding of how the system works.
What he thinks is anyone's guess and that is a good thing. His unpredictability is one of the reasons why he's crushing the left. Deceiving enemies is no sin. His duty is to his supporters, not to you. The more deceived the left is, the better.

Tariffs are paid by the people who buy the goods in the United States at a higher price that results from the tariff.
And whether or not Mexico is negatively influenced by the tariff depends on the elasticity of demand of the goods involved.
The scariest thing to me about Trump supporters is not that they voted for him, but rather than they think (for want of a more accurate word) like he does.
You've missed the point and are just attacking side issues. The point is that Trump pledges to make Mexico will pay indirectly not directly. He has therefore not broken his pledge when he asks congress to fund the project.
Whether or not tariffs actually work is another debate entirely. I believe they do work if done properly. If the tariff is high enough to make U.S. goods more competitive than Mexican goods, capital is redirected into U.S. companies that generate tax revenue and jobs for the U.S. economy. Boasting employment in turn reduces welfare spending. It has a net positive effect.
People who believe that trade deficits don't matter, and that consumers truly benefit from the good deals they get on foreign slave goods, are economically illiterate. It's net negative, especially in the long term.

The point is that you don't understand free trade, tariffs, trade deficits, and balance of trade and their macroeconomic and microeconomic interrelationships.
Economics is a subject that is deliberately overcomplicated in the hope that people will be too scared to say that the emperor has no clothes.
Throwing around some jargon will not impress. You were taught economics by people who want to destroy western civilisation. You either lack the intelligence to see through it, or you're complicit.

Obviously, so is the English language, to you, anyway. (The word is OVERLY complicated. And hyphenated.) But that is probably anti-Trumpian to know more than your leader does.
I'm going to talk to all my Mexican friends---including two of our daughters-in-law (born in the USA) ---and require them to sign a promissory note acknowledging that the tariffs will pay for the wall.

On this site every now and then I have to reach out to a fellow sane person as I would a life raft so I know I am not surrounded by a sea of idiots and there is no life raft at all.
lets start by taking the money for planned parenthood and all the money spent on benefits for the illegals and put it towards the wall...I wouldn't mind my tax dollars going to that. it will save us money having the wall by assisting in keeping the illegals out. so ultimately mexico does pay for it....who cares if its upfront? We should also cut off all federal funding to sanctuary cities and put it towards the wall....they want to harbor the criminals for their votes...let them pay for them...see how long it takes to change their mind.
