Yeah, I read a history book once. From the first colony at Jamestown, Virginia in 1607 to the publication of "Common Sense" in 1776, the American colonies had no public education, no army, and no central government, but still they managed to win a war against the most powerful nation on the planet.
I have read the entire list and there are few that I take issue with. Most of these programs were created as favors and political debt payoff......non-effective and irresponsible use of tax money. The Wildlife refuge is something I think is important. The article didn't say whether he wanted to defund or reduce funding.
