That sound silly to me.
You can never be 100% sure. But if you express yourself in standard English/American, and make sure to include a bit of redundancy in your statements to avoid most ambiguities, then I am sure most people will 'get it' ;-)
Anyway, I am sure you know the kind of listeners he is talking about. People who hear only what they want to hear and nothing that contradict it. There are lots of such people on the internet. People who take any specific counter-example you give and praise it as "the exception that proves their point" ;-))
Nope...We have all seen two people hear the exact same thing and have tow, seperate interpretations.
This is a culturally-specific expression.
Different cultures/languages have different ideas about whether it is incumbent upon the speaker to make himself or herself understood, or up to the listeners to make every effort to correctly interpret the message of the speaker.
For example, It is my understanding many Asian cultures (e.g. Japan and Korea) are listener-focused cultures. In Japan, if you ask someone if it's OK to park your car in front of his home and he responds, "Yeah...I guess," it is your responsibility to understand that statement translates to "No, I absolutely DON'T want you parking your car in front of my house. But I won't be so rude as to say so."
I suspect the person who made the statement in the question is not aware of the linguistic and cultural variations in the world.
It is nonsense.
No one can be charged as responsible for what people hear if what was said is not crystal clear.
It gets very convoluted when you can counter with the argument that it is NOT what you meant. And have a substantial case as to why that is true. I can say 2nd Amendment people may want to do something about Hlillary. That is what he said. He said nothing about them picking up their arms and doing something. It COULD mean that they are going to protest Hillary's decisions about 2nd Amendment rights by choosing judges that are anti-gun. So?
That is very hard to prove.
I can say all kinds of snaky things that have double-entendre's or manipulating undertones. It can never be proven that what I meant was what you heard.
Cannot be done.
That is why Trump cannot be prosecuted for his cowardly musings.
If he can backpeddle and say he never met people that are on tape talking to him over and over again? If he can say he never met Samuel L. Jackson, who was on the golf course with him several times? If he can say he was on Jon Stewart 's show? (never was) Jamie Oliver took over and does show after show dealing with Trump's lies and faux pas.
He can certainly get away with saying he meant something else, when the words could actually have meant something else.
He is a manipulating moron. We all know this. He is going down faster than a lear jet with no fuel left at 10,000 feet.
Actually, jet aircraft don't descend all that quickly even without power. A typical Learjet will glide forward about 12-15 feet for every foot of altitude it loses.

How is it fair that I take all the responsibility for what people hear when I say what I say? I would agree that people are responsible for what they promulgate/foment/encourage. Definitely. The Donald is the prime example of that. His folks get him completely and he talks only to them. He KNOWS how they interpret what he says. He manipulates them and coddles them and sucks up to them and makes them feel as if he gives a rat's a** about them
