    I'm not sure if I prefer that as a possible explanation or whether I am more or less comfortable with "stupidity" as the reason.

    Well I dont think TOS recognizes blatant lies as a bad thing. I know someone who posts them like clockwork, and lots of them, tons of them, yet they have never been removed.
