The overwhelming majority of the American people are no longer willing to live by the tenets/limits set forth in/by the Constitution, so in that sense it's meaningless.
As to the question of applicability, it is extremely so...but only for a "moral and religious people" as John Adams opined: "Our Constitution was made only for a moral and religious people. It is wholly inadequate to the government of any other." The upshot, of course, is that, inasmuch as we are no longer "moral and religious," the document is no longer applicable.
As for my take, the U.S. Constitution is perhaps the most profoundly important/meaningful template for human civilization ever devised. It is to our detriment--if not ultimate doom--that we abandon it.
Our Constitution has worked for over 200 years the only thing that has changed is our people representing us in government and liberal supreme court justices who misinterpret it
After the revolution ended congress needed some cash, so they enacted a tax exactly like the one that sparked the war: a tax on whiskey only paid by a few hillbillies. Of course they refused to pay, so G. Washington personally led the army there to collect the tax at gunpoint. It was called "whiskey rebellion" and you can look up the full story.
The constitution authorizes congress to maintain postal roads, not a monopoly on mail delivery.
The constitution authorizes congress to COIN money, not to print worthless paper currency.
The constitution does NOT authorize congress to turn powers over to private companies.
The constitution specifically forbids direct taxation.

Did you get that? "delivered unto me" -- Satan is the god of earthly authority. He is not influenced by your silly constitutions.
