    Since it's you Randy D., I would think they take effect immediately, especially when a tilde momma is involved.

    In your friend's case, there is probably a restraining order that is already in effect and the new one is to make sure that 'coverage' doesn't lapse.

    Hand me a tissue, so I can dry my tears. 'hand' and 'hands'  are both valid verbs. and interchangeable in many situations.

      If it is just one police officer, the word is 'hands'.  He hands it to you. She hands it to you. 

      It there are two or more police officers, the word is 'hand'.  They hand it to you.

    Yes, it makes sense that when plural officers do it the verb form should be the singular noun, but when a single police officer do it, then then verb form should be the plural noun. Sense for English grammar rules  at least..
