I prefer just TWO rules:
1) Thou shalt not forcibly impose thyself upon another person by any means whatsoever.
2) Thou shalt not defraud another person by any means whatsoever.
Follow these two, simple rules and no other form of government (rules) will be necessary. Violate them and no amount of government will ever be sufficient.
