That is no waiter, that is just a busboy. Waiters dress dignified. its a rule.

There isn't enough background to say it's a restaurant.  It may be a husband who cooked for his wife on their anniversary at home for all we know. 

This is a new restaurant feature that is being tried out in France.  It is totally labor free on behave of the customers.  So, to preserve the customers energy, the waiter chews your food for you and administers it to you orally.  I've already made my reservation!
