Who gives approval to form a committee, schedule hearings and interview people? Who decides who is the chairman? Can they self-appoint or are votes needed to elect who is gonna head up the investigation? Are there tests to determine if the investigation has a solid legal and defensible basis or are witch hunts perfectly acceptable?
Yeah, you can hire lawyers to slug it out, but congress has all the money in the world. It's not "perfectly acceptable", it's just that nobody knows how to stop it.
