If someone with a mental "condition", an alcoholic or a drug addict commits a crime is he/she to blame ?

If they are not mentally competent for any reason does that matter?

    They took the drug or alcohol by choice. Society did not force it. Therefore, it is their own fault. However, society feels guilty somehow, and offers treatment in some cases.
