Laws are the basis of civilized society. Laws supply a systemic mechanism for enforcing norms of social conduct. Without them, no function of our modern culture would operate for very long. This is why we have laws.
While I can’t speculate on where YOU live, I say it is extraordinarily unlikely that “everyone” ignores the laws.
Unless you’ve been involved in war, a genocide or similar disaster, I’m here to tell you that no one who hasn’t, has the remotest clue of what true mass lawlessness is like.
