That's just because leaders proclaimed they were "off limits".

There's a scene in The Patriot where the British state how barbaric it is for the rebels to target officers.

What if we chose to ignore that "rule"?
What if, in fact, leaders knew THEY would be the first targets in any military conflict?
My guess - there would be far more money and time invested in diplomatic solutions.

Heck Walt "leaders" are always thousands of miles away safe at home..far from the maddening crowds and bullets and landmines and pipe bombs and explosive-wearing terrorists who believe it is an honor to blow themselves up providing they blow up others with them. Meanwhile back at the palace or golf club or ranch or resort the "leaders" dine in splendor and fill their guts with wondrous things and moan about how terrible the world is! It is the way of the world. The "leaders" choose to sacrifice the sons and daughters of other fathers and mothers while finding a way to keep their kids out of the wars. More than one dear papa did it. Ugly in every way. Maybe the soldiers should declare the wars and send the "leaders" to fight them. I shall have to ask that. See how questions come to me Walt? A never-ending banquet. One thing leads to another which leads to another etcetera etcetera etcetera. Thank you for your reply! I'll give you indirect attribution.
