    Simple.
    The full report details everyone they interviewed and discussions.
    The summary is just that - a summary.
    Honestly, the summary could probably have been done in just a couple sentences, if it was just giving the answer to the questions Mueller was charged with investigating.

    IE: Did Donald Trump work with Russian agents?  No.
