I don't know about now, but at one point you could only use cash or debit card to buy gift cards. Western Union money orders could also be bought only with cash or debit card. I don't know about now. I think the Dollar Stores started out accepting only cash or debit cards. I never am in there anymore so I can't say how it is now.
