No. China regards democracy as a threat, not freedom.
Hong Kong has had a democracy - which it cherishes - since 1997 when it ceased being a British colony.
China originally agreed to a "one country, two systems" model which ostensibly would allow Hong Kong to continue as a democracy.
However, ever since the British left, China has been placing pressure on Hong Kong to slowly surrender its freedoms.
At the moment, both Chinese criminals and political dissidents can escape to Hong Kong. China has asked Hong Kong to enact extradition legislation which would enable China to reclaim its escapees. There is a fear among the people of Hong Kong that China could then use trumped-up charges of crimes to retrieve political activists. This is why thousands of Hong Kongese are spilling into the streets in unprecedented protests.
