Example:  In my home town, there is a family that wanted to operate a food truck.
The problem was not the food-handling regulations that all restaurants have to meet - it was ones specific for food trucks.
They could not park on public property.  (IE: no parking on streets.)
They had to store their food in proper food storage outside the truck, but not at their home.  (IE: rent freezer space from a restaurant.)

So basically, to operate a food truck, they had to have a restaurant ... or sign an agreement with one to store their food.
They would also have to operate out of somebody's parking lot.

The business may be over-regulated so as to stifle it.

Well, I would love if I could just set up a massage chair in a park and charge for chair massage, but I'm sure I would get cited and even arrested.

I guess it's because  they don't know how much I'm stealing in taxes.
