Not having any experience with being i jail, I can't answer that, but one would think so. As far as I recall, the guard is supposed to check on someone every 15 minutes. Clearly, it doesn't take that long to hang yourself.
That would be intrusive and violate the right of the prisoner to kill himself. I don't believe in suicide watches. Let them do the deed and save tax dollars.
Ideally there would be human eyes on you not just a camera. I am betting cameras would/have been challenged by ACLU.
Some jail/prisons are pairing prisoners up stable prisoners with the suicidal ones to help prevent suicides. Supposedly helps. (This is in AU)
But someone on suicide watch should certainly be in a room that is not able to be used to tie a sheet to something and it work.

24 hour "watch" is called "watch" because it is supposed to involve "watching". The person who is under watchful care should have EYES and CAMERAS on him or her at ALL times. Privacy be damned! We give up our privacy or have it taken from us every single day of our lives in far less important circumstances. So I say there is no excuse EVER for something like this to happen.
He just saved the government millions it would have taken to bring all those "high profile" people in during the investigation and trial. He did the world a favor by not being a threat anylonger to young girls.
I'm suprised he was only in his 60's he looks much older.

If you're talking about Jeffrey Epstein, why are people so put out that he chose to off himself instead of facing a trial and the rest of his life in prison? I'm not sure I blame him given the circumstances. If nothing else, he saved the taxpayers the expense of the trial and his eventual imprisonment.
