I don't get that word. Evil deeds are done all the time. Despicable even. But a person who does those things is DEMENTED and I really don't think there is a choice involved.
I don't think they have a choice when a compulsion takes over. It is a mental glitch that the person cannot control and doesn't have a clue how to solve the problem.
